MW / The national carbon registry
Article 6, accounted for — one tonne, counted once.
The authoritative registry of Republic of Malawi for cooperative approaches: registering mitigation activities, issuing serialized units on a tamper-evident ledger, and publishing every corresponding adjustment for full transparency.
Live · derived from the append-only ledger
01 — What it does
A registry that can be checked, not just believed.
Review engine, four eyes
Every submission runs a role-separated review with clarification loops, deadlines and an audit trail. The officer who recommends a decision can never be the one who signs it.
Append-only unit ledger
Mitigation outcomes live as serialized blocks. The database physically forbids overlapping serials and refuses edits and deletes — a correction is a new entry, and the old one stays.
Corresponding adjustments
A first transfer triggers the corresponding adjustment on its own, keeping the national emissions balance complete so no tonne is counted twice.
Tamper-evident anchoring
Every ledger and audit entry is hashed into a chained Merkle anchor. Anyone can verify a record publicly — trust by verification, not by assertion.
Three tracks, one engine
Article 6.2, Article 6.4 mirrored from the UNFCCC, and the voluntary market with a corresponding adjustment — one consistent process.
Enforcement and due process
Grievances, independent appeals, and a staged Minded-to-Withdraw then Withdrawal flow that suspends and immobilises units, all of it audited.

04 — Integrity
Trust by verification, not by assertion.
Every ledger and audit entry is hashed into a chained Merkle anchor. Nothing here can be edited or deleted after the fact — a correction is a new entry, and the old one stays. Anyone may check a record for themselves.
