Submission templates
The official forms.
Every submission to the registry is made on one of these workbooks. They are free to download and need no account — you will need the Idea Note before you have one.

The checksum above is the one the registry holds. It is printed on the first page of the workbook — if a copy you were sent shows something different, it is not the published template.
How to use them
Before you start
- Download the current version from this page. Do not reuse an old copy or one sent to you by someone else.
- Open it in Excel or LibreOffice. Do not save it as .xls or .csv.
- Fill in the cream cells only. Everything else is locked so the registry can read your answers without guessing.
- Do not add, delete or move rows, columns or sheets. If the layout changes, the upload is rejected — the answers are still there, but they no longer line up with the questions.
Supporting documents
Maps, photographs, GIS files, certificates, signed pages, financial models — these are uploaded as separate files alongside the workbook. Do not paste or embed them inside it; embedded files are not read.
- Give each document a short reference of your own choosing, for example SITE_PHOTO_01.
- Type that reference in the “Annex Ref ID” cell next to the field it supports.
- List every reference on the Evidence Register tab, with a title and the file name you will upload.
- Upload the files when you submit the workbook. Each reference gets its own slot.
A reference used in a field but missing from the Evidence Register will fail the checks, and so will a registered reference no field uses.
Before you upload
- Open the Validation tab. Every check must read PASS.
- The registry runs the same checks again on upload, plus the ones that compare your submission against your other records. A workbook that fails any of them is returned to you.
- You can upload a part-finished workbook and come back to it. It is checked when you submit it, not when you save it.
Earlier versions
Kept available so a submission already under way can be finished on the version it was started on. Do not begin new work on these.
